Web design as opposed to “web development” refers more to the visual layout and graphic design of a website. A web-designer will have strong graphics skills as well as being able to code HTML and possibly javascript and flash. A good web-designer will also have an intuitive understanding of how a user will interact with a website to make site-navigation feel natural and user-friendly. Sometimes designers and developers are the same people, but more often the two will work side by side on different elements of a project.
